Professional Biography

Dr. Herndon is a health economist and health services researcher who holds an affiliate associate professor appointment in the Department of Pediatrics and a courtesy faculty appointment in the Department of Economics.  She specializes in health insurance coverage and access to care; the relationship between health care utilization, expenditure patterns and health outcomes; and policy and program evaluation. Her current research focuses on pediatric quality of care measurement, pediatric oral health, and the effects of program benefit design, health care delivery system structure, and policy changes on health care access and quality in Medicaid and the Children’s Health Insurance Program (CHIP).  Her work also involves examining geographic variations in the distribution of health care resources.

Dr. Herndon is the Principal Investigator on an award from NIH/NIDCR to evaluate the effects of medical primary care provider reimbursement on access to early childhood caries preventive services and subsequent dental use among Medicaid enrollees.  She conducted a HRSA-funded evaluation of geographic variations in the oral health workforce in Florida using geographic information systems analyses and has led several evaluations of dental utilization in Florida’s Medicaid and CHIP programs.  In addition, Dr. Herndon has served as the Principal Investigator on an ongoing statewide evaluation of access to and quality of care for children enrolled in Florida’s CHIP, the Florida Healthy Kids Program, since 2008.

Dr. Herndon is an elected member of the Society of Pediatric Research.  Her research has been published in such journals as the Journal of Pediatrics, Health Services Research, Annals of Emergency Medicine, Journal of Health Economics, PharmacoEconomics, Review of Industrial Organization, and the Journal of Law, Medicine & Ethics. The recipient of teaching awards, she has taught courses in health care economics, public economics, and microeconomic theory.  She currently serves on the Advisory Board for the AcademyHealth Health Economics Interest Group and has served on the Scientific Committees of the American Society of Health Economists and the International Health Economics Association.
